Thousands of Berks County, PA residents will be affected by new work requirement rules for food stamp recipients, set to begin on November 1, due to Trump-backed changes.
"This time that we are in is rather unusual, that we’re not getting a ton of help from the federal government on both additional resources or even clear information on the kind of things that they want us to do,"
said Hoa Pham, deputy secretary for the Office of Income Maintenance at DHS, who described the new requirements as "unfunded mandates". The DHS is working to implement these changes with existing staff and resources.
The department is taking steps to address the additional workload, including filling vacant roles and training caseworkers, as well as simplifying the application and maintenance process for benefits.
