Skaggs shared that he hadn't played much since his previous win until his mother won $3,000 playing online. Inspired by her win, he decided to try his luck again. With only $150 left in his account, he wagered $5 and hit the jackpot.
"I was more excited about this one than I was the first one," Skaggs told lottery officials.
He plans to use his winnings to build his first home.
