Measure S, approved by voters in November 2016, established a tiered cultivation tax of $1 to $3 per square foot to fund county services.
However, after the state began issuing cultivation licenses in 2018, the market became oversaturated, causing the price of wholesale cannabis to plummet.
In 2022, the board unanimously voted to suspend Measure S taxes for two years to give financially struggling growers a reprieve.
