13Investigates has been following the story of 21 dogs found dead at a boarding facility in Washington County.

Families who lost their pets at Anastasia's Acres in Argyle are calling for stronger laws after seeing the conditions the dogs were living in.

"You cannot put an animal in a cage the size of a tuna can and expect them to be comfortable, not sweat, where they only perspire through their paws and their ears, and die a terrible, terrible death,"

said Cathy Cloutier, executive of the SPCA of Upstate New York. The facility's owners, Robert Palulis, 48, and Anastasia Palulis, 38, are facing misdemeanor animal cruelty charges for not providing proper water or ventilation.

Investigations revealed that the space the dogs were living in was 16 feet by 10 feet, far too small for the number of dogs being cared for.

The couple claimed they forgot to turn on the air conditioner, leading to the dogs' tragic deaths.
